The article that I found says that the U.S. Embassy in Baghdad will have to train Iraqi troops after the U.S. military leaves Iraq. The U.S. inspector general for Iraq found that only 12% of the millions of dollars the U.S. gives will go to the Iraqi police force.Only 40,000 troops will be left in the Middle East after the with drawl.
